Broc Wilson, a local resident in Cincinnati, Ohio, captured the exchange on video, describing it as a “cat and mouse” chase. The footage shows an officer getting shoved to the ground while trying to restrain a man, who then attempts to flee by bicycle but falls to the ground himself. A slow-paced chase ensues involving the officer trying to pepper spray the man as he runs in a circle before eventually getting away.
